I'd not risk running software to get a crosshair overlay but nobody can detect a piece of tape on your monitor. I think this is gray area and my view is that if the game does not provide a crosshair then you're not supposed to have one. My monitor has a few crosshair overlays I can choose from but I don't use them. A couple of things not mentioned are that the crosshair you use needs to be a.png (for transparency) of 90x90 pixels (that's the size avatars in mumble have with the default overlay scale) and that you should add the games where you want the crosshair to the overlay exceptions whitelist so that you don't have a crosshair in EVERY game (you.

Hello friends. I wanted a custom crosshair/reticle and using a mumble overlay sounded more appealing to me than running an overlay program combined with Tribes in windowed mode. I created a hybrid of solutions provided by Boulop, Mstarr and ChickenNWaffles in order to meet my needs. This album shows the mumble cross hair (small green dot) between my blue CS crosshair to show it is centered in the screen. The album also shows the different overlay options, friends list scaled large, friends list scaled small, and no friends list. Scale does not affect the crosshair. Overlays must be enabled in mumble for this to work, so I provided a mumble overlay which does not include the default friends list which you can use if you prefer not to have one.
The crosshairs do scale with screen resolution. The same green dot crosshair can be seen in a lower resolution here. So if you do not use 1920x1080 you might need to edit the crosshairs.
